How can I become a Customs Broker?
To become a licensed Customs Broker in PNG, you must apply to the PNG Customs Service, meet eligibility requirements, complete required training, and pass examinations. Brokers must be PNG citizens or residents, have relevant experience, and maintain professional standards. Licenses are issued under the Customs Act and require annual renewal.
How do I register to import/export?
To register as an importer or exporter in PNG, you must:
Provide business documents including proof of address, directors’ identification, and bank details. Registration is mandatory for commercial import/export activities and must be renewed annually. Different requirements apply for individuals, companies, and government entities.
- Obtain a Business Registration Certificate from IPA (Investment Promotion Authority)
- Register for a Tax Identification Number (TIN) with IRC (Internal Revenue Commission)
- Complete Customs Client Registration through the PNG Customs Service, see Tin Registration.
How can I import a used vehicle?
To import a used vehicle:
- Obtain import permit from relevant authority
- Ensure vehicle complies with age restrictions (generally under 10 years)
- Pay import duties and taxes based on valuation
- Clear through Customs at port of entry
- Register with PNG Transport Department. Right-hand drive vehicles only. Additional requirements apply for commercial vehicles.
How can I make duty payments to Customs?
Duty payments to PNG Customs can be made through:
- Electronic Funds Transfer (EFT) to Customs bank accounts
- Direct deposit at authorized banks (BSP, ANZ, Westpac)
- Online payment via Customs electronic portal when available
- Bank cheques payable to “PNG Customs Service”.
Always include your Customs Reference Number and invoice details. Payment must be completed before cargo release. Receipts are issued electronically or can be collected from Customs offices. For large transactions, advance arrangements are recommended.
What can I bring into PNG from overseas?
Travelers can bring personal effects duty-free within reasonable limits. Prohibited items include firearms, illegal drugs, obscene materials, and certain agricultural products. Restricted items require permits. You must declare currency over PGK 20,000 or foreign equivalent. Duty concessions apply for returning residents and tourists. Always check current regulations before traveling.
How can I report corrupt practices in Customs?
Report corruption through:
- PNG Customs Internal Investigation Unit
- PNG Independent Commission Against Corruption (ICAC)
- Confidential hotline 70919000
- Written complaint to Commissioner of Customs. Provide specific details, evidence if available, and maintain confidentiality. Whistleblower protections apply under PNG laws.
Reports can be anonymous but detailed information assists investigations.
